I tried to compile CDO with GRIB_API on cygwin. The process took me blood and tears, and finally made me crumbled.

Some grib_api releases ago I tried to cross-compile it with mingw, but there were some hardcoded unix stuff in it which made it unusable. For the windows platform, I don't see a better solution than cygwin.
Did you finally make it running?

No. It did make me crying.
A tricky way is to use ncl_convert2ncl (a function in NCL; refer to http://www.ncl.ucar.edu/Document/Tools/ncl_convert2nc.shtml) to convert grib to nc files. Then handle them in CDO.

Sorry. To fix the typo: it is ncl_convert2nc.
