Hello, I downloaded the winrar cdo-1.9.6 but I have a problem, it asks me for a.dll file.

you have to install cygwin before you can make use of the pre-built CDO binary. some additional packages are also needed: https://code.mpimet.mpg.de/projects/cdo/wiki/Win32#Cygwin-reommended
on a windows 10 system you can also use CDO from the built-in ubuntu
