how to change the resoulation and coordinates?

Dear all,
I have downloaded a netcdf file with below propertie,
:latitude_min = 23.5833339691162 ;
:latitude_max = 30.5 ;
:longitude_min = 47.5 ;
:longitude_max = 57.5 ; longitude:step = 0.08332825f ; latitude:step = 0.08333588f ; latitude = 84 ;
longitude = 121 ;
I want to change the propertis to
:latitude_min = 23.61 ;
:latitude_max = 30.48 ;
:longitude_min = 47.51 ;
:longitude_max = 57.48 ; longitude:step = 0.033333333f ; latitude:step = 0.033333333f ; latitude = 207 ;longitude = 300 ;
I would be grateful if you could help me,
