Mean only in a selected TIMESTEP

Hello, I have a file that contains 336 timesteps
Hourly date from April 15 to April 28.
I would like to perform a time mean in respective hour. For example, I have 14 timesteps (00:00:00) and I want to mean all this 14 steps.
In my final file I will have 24 timesteps from 00:00:00 to 23:00:00.
I've attached my file.
Can anyone help?
