How to solve this Dates & Times issues here in CDO?

Dear All,
I kindly requesting you all to suggest me, how to solve the dates and time issues in CDO, as it showing 0000:00:00.

Hi Khagendra,
the only thing I can see without having the data file is that you have a second time variable time_2 in the file. Can you upload the file?

Thank you very much for your reply. I have uploaded the file (spi_mon_1980-2020.nc). I also want to select the year from 1981 to 2019 over this same, file but due to the date issues, I can not able to perform it properly. I would be happy, if someone could provide advice owards this as well.
