GRIB_API ERROR : Unable to find boot.def

Hi all,
I want to convert grib2 file to nc ("cdo -f nc copy inputfile.grib2 outputfile.nc") but I get this error:
GRIB_API ERROR : Unable to find boot.def Context path=/usr/local/share/grib_api/definitions
grib_context.c at line 216: assertion failure Assert(0)
Aborted (core dump created)
I'm using cdo under cygwin64.
I attached the info about the version installed.

in case you use windows10, you can also use its Ubuntu-based Linux subsystem. cdo can be installed there
