Setting up COD in Windows 10

Hello,
I am setting up the COD under Windows 10.
I am running it within Cygwin 3.1.4.
I am getting the following error
$ cdo
C:/Program Files/CDO/cdo.exe: error while loading shared libraries: cygudunits2-
0.dll: cannot open shared object file: No such file or directory
Am I missing any packages?
I am ot sure which ones I need to install in addition to the default Cygwin installation.
I will appreciate any help!

There are prerequisites you must install with the cygwin setup program.
