CDO 1.9.8 on Windows Server 2012 R2

Hi,
I tried to install CDO 1.9.8 on Windows Server 2012 R2 according the instruction for Windows Systems, but I did not succeed so far.
Any idea if CDO can theoretically run with this Windows?

Have you used cygwin for installing CDO?
