Grib files with levels both in Pa and hPa

Hi,
We created some files in grib1 on a spectral grid with levels from 10 to 100000 Pa that we'd like to convert to netcdf. The thing is that, for a limitation in grib, the levels have been written both in Pa (from 10 to 100) and hPa (from 1hPa to 1000hPa). That mixed units axis seems to make cdo fail with whatever operation. We tried several options with other tools to separate the levels or convert the file in another way but without success.
We tried with several versions of cdo (from 1.5.3 to 1.7.2) but none of them worked.
As my file was too big to be attached and that I couldn't reduce it for the reasons explained above, I put it on the following ftp:

Do you see a workaround?
