Problem with cdo commands, the missing value become 1.0f instead of -9999.0f

Dear all,
I have used cdo mergetime to merge several files with the same variable, but I have wrong or bad value when I plot the output file (with Panoply), I have a look on the file and It seems that the problem is with the missing value of the output file, it becomes -1.f instead of -9999.0f as the input files. I have attached two single files and the merging one. Any idea? or someone can help?
The problem remains also with the other commands, I have used cdo sellonlatbox on one file and I note the same problem with the missing value?
