cdo seldate question

Hi everyone,
I'm begginer with CDO , my question :
would there be a difference between use:
cdo seldate,1961-01-01T00:00:00,1970-12-31T23:59:59 ua_Amon_bcc-csm1-1_decadal1960_r1i1p1_196101-199012.nc ofile_23.nc
or
cdo seldate,1961-01-01T00:00:00,1970-12-31T00:00:00 ua_Amon_bcc-csm1-1_decadal1960_r1i1p1_196101-199012.nc ofile_00.nc

Hi,
CDO supports base time unit "seconds". so I guess there should be a difference, IF your input file time-steps/units are in seconds.
