Error while loading shared libraries: cygproj-13.dll: cannot open shared object file: No such file or directory

I have installed both Cygwin and CDO, but whenever I try to run even a basic CDO command such as sinfo, I receive the following error:

"error while loading shared libraries: cygproj-13.dll: cannot open shared object file: No such file or directory"

I have tried installing multiple versions of Cygwin and CDO on my Windows 11 system, but the issue persists.
How can I resolve this problem?
