Download additional .dll Data

Hello,
There where already some discussions about downloading the following files:
cygwin1.dll was not found
cyghdf5-101.dll was not found
cygnetcdf-13.dll was not found
cygproj-13.dll was not found
I have the same problem that I can not find them . I have the latest CDO-Version and need those packages.
There was linked the cdo website for a help, but I don´t understand where on this page I can find those files-

Hi Inka,
those files do not belong to cdo. those are libraries required to run cdo. You need to install proj, hdf5 and netcdf
